A machine reads two hundred applications and reports that a candidate does not have the experience. There are two things that sentence can mean, and the difference between them decides whether a person gets an interview.
Where the error comes from
Most systems collapse "the sources show this is not so" into the same cell as "nothing in the sources speaks to this". The first is a finding. The second is a gap in what was read, and it belongs to the system rather than to the person.
Reporting an absence as a negative is how somebody gets ruled out for a fact nobody ever established.
What it costs
It costs the candidate an interview and it costs the employer a defense. Under Korea’s automated decision rules a person may demand the criteria and the processing behind a decision, and "we did not know" is not an answer that survives being written down.
